Judy Zulfiqar
DISTRICT 5330 GOVERNOR 2024-2025
Judy Zulfiqar, MBA, is an accomplished chief strategist with a wealth of experience in marketing, communications, and business and community leadership. As the Chief Strategist for Watermark Associates, she develops and implements strategic plans that drive business growth and support organizational success.
Judy’s unwavering commitment to community service led her to become an active member of the Rotary Club of Temecula in 2002. Her long-standing involvement and leadership roles within the club, including as President, Membership Chair, Public Relations Chair, and Fundraising Chair, demonstrate her loyalty and dedication to the organization.
Judy has been equally dedicated at the district level, serving as a facilitator at President’s Elect Training, a member of the Rotary Task Force to Fight Human Trafficking, and a member of the Rotary District 5330 Foundation Gala Committee. She also served as the District 5330 Public Relations Chairperson for 2022-2023 and will serve as District 5330 governor in 2024-2025.
Judy’s academic and professional achievements are a testament to her dedication and success. She earned her MBA from the prestigious Pepperdine Graziadio School of Business, and her field study in India and Thailand further enriched her knowledge and experience. Her role as the Business Development and Marketing Director for Outdoor Adventures by Boojum and her service over the years on the boards of several community organizations, including the Temecula Valley Hospital Community Advisory Board, the Oak Grove Center Advisory Board, and the Board of Directors for Safe Alternatives for Everyone, showcase her diverse skills and commitment to community service.
Judy has lived in the Temecula Valley since 1998, where she raised her two children, Miquella and Jordan Zulfiqar. She lives in Temecula with her fiancé and fellow Rotarian Robert Johns. When she isn’t giving back to her community or working as a strategist, Judy enjoys spending time outdoors with family, hosting barbecues, and enjoying her grandchildren.

Nyron McLean – District Governor 2025-2026
Nyron McLean was introduced to Rotary when he was asked to speak to the Rotary Club of Covina about his leading medical, dental and surgical teams to Haiti after the massive earthquake of 2010. It was because someone at this meeting asked him to join Rotary, and then, subsequently, introduced him to a Rotary club in his hometown of Riverside, California, that Nyron became a Rotarian.
Nyron is the Chief Financial Officer and co-founder, along with his wife Shelia, of Plan-It Life, Inc. in Riverside, California. Plan-It Life is a non-profit organization which, for over twenty years, has provided safety, security, structure, care and specialty mental health therapeutic services to at-risk teenagers in four locations in Southern California.
Nyron is also the President of H3Missions, Inc., a non-profit that he founded leading medical, dental and surgical teams to Haiti after the massive earthquake in 2010. He has led more than 30 teams to Haiti over the past decade, including two teams supported by a District Grant and a Rotary International Global Grant.
Nyron is a proud son of Massachusetts. He is a graduate of Boston University School of Management with a degree in Finance, and a New England Patriots fan. He loves traveling, reading, sports and the outdoors. Nyron is currently the Executive Assistant Governor of District 5330 and a proud member of the Rotary Club of Riverside Sunrise. He was also recently selected as the District Governor Nominee for the Governor year 2056-2026.
Nyron, and his wife Shelia, have two daughters. Erin, is a Psychotherapist in Houston, Texas and a member of the Rotary Club of Houston Skyline and his younger daughter, Erika, is in her final year of dental school at the University of Southern California School of Dentistry.
Richard Lemire – District Governor 2026-2027
Richard Lemire was invited by Lyle Millage to join the Beaumont Rotary Club in 1982, and served as its president three years later. In 1987 he founded and was the charter president of the Riverside East Rotary Club, which was Rotary’s 23,000th club. He has held numerous positions with Rotary District 5330 including chairman of Rotary Youth Leadership Awards (RYLA) for five years and District Administrator for eight years.
Richard retired from the Fair Housing Council of Riverside County in 2021, where he worked with fellow Riverside East Rotarian Rose Mayes. He has work experience in both the private and public sectors, having served as Senior Public Information Specialist for Community Action Partnership of Riverside County, past executive director of the Economic Council of Pass Area Communities (ECOPAC), as well as past executive director of the Beaumont and Moreno Valley Chambers of Commerce. He was press secretary and Field Representative for former Assemblyman Bill Leonard. He is a graduate of UC Riverside.
Richard considers that his greatest service to the community has come through his membership in Rotary. His proudest moment was founding the Riverside East Rotary Club. Richard was introduced to District activities in 1986 when he served on the first RYLA committee. He chaired the RYLA committee from 1988 to 1992. His other District positions include 4 Way Test Speech Contest Chair, Russia International Peace Conference Representative, Community Service Chair, President’s Advance Chair, District Secretary, District 5330 Foundation Secretary, Foundation Gala Chair, Assistant Governor, District Administrator, Emerging Rotary Leaders Graduate, and Aide to RI General Secretary John Hewko. He is also the District 5330 Historian.
Richard is a columnist and golf editor for Inland Empire Magazine. In addition to golf, his favorite hobbies are San Diego Padres baseball, where he is a season ticket holder, and attending the Westminster Kennel Club Dog Show in New York every year since 2010. He is a lifetime resident of Riverside.
